DVD players has horizontal lines

they vary when scenes change, but constant....even if I change DVD's in it..

Can I clean something to clear this up...

Or do I need to buy a new player...

This would be my first guess, but since you asked about cleaning....

Buy a DVD lens cleaning disc. You can get them at Best Buy or Wal Mart or...really anyplace that sells players. Shouldn't set you back more than about $10. I run my cleaning disc through my player fairly regularly -- maybe once a month or so.
