It's been rumoured they were working on this for quite a while, yesterday they made it official.
It's interesting, and I'm sure it will fill a spot in the market, however for many of us it just won't work.
You need an internet connection to do just about anything on it. I'm sure it will have something like google gears to let you do some stuff offline, but for the most part it will need internet to work. Your movies and games will not be stored on the computer, they will be in Google's cloud. This also means for the forseeable future, the video quality will be less then ideal as it's streamed, and games are generally going to be simple flash type games.
You should be able to stream stuff off your LAN at your house, but they haven't confirmed that yet. It seems like the ChromeOS devices will not have hard drives, just some flash to store the basic OS and some low level settings.

It's still an interesting project, I am interested to see how it turns out.
